The proposal for Ukraine to join the truce in honor of Victory Day is the beginning of direct negotiations with Kiev without preconditions, Sergey Lavrov said at a news conference in Rio de Janeiro.
At the same time, the truce proposed by Ukraine for 30 days is already considered as a precondition. According to the minister, such a truce will be used to further support Ukraine and strengthen its military capabilities.
Lavrov noted that the 30-day ceasefire should imply monitoring along the entire line of contact. At present, however, Russia sees no opportunities for honest monitoring of the observance of the long truce in Ukraine, he said.

The perspective that a temporary ceasefire might actually serve as a strategic pause rather than a genuine step towards peace is quite thought-provoking. It highlights the complexities involved in negotiations where trust is severely lacking and the concern over how such breaks can be exploited to regroup or strengthen positions. The emphasis on comprehensive monitoring seems crucial, yet achieving honest oversight in such a tense environment appears almost impossible. This situation underscores how difficult it is to move beyond rhetoric into meaningful dialogue when both sides remain wary of the other’s intentions.
